Changes to comment system - titles on replies

Comments and replies on the web site now have their titles automatically entered as “RE: the title of the preceding comment or the page / story inserted here”. The titles are still fully editable however and users can change the title to whatever they wish.  The "RE" will only be inserted once and in subsquent replies will not be added again.   We encourage you to keep the title relevant to your comment and change it if appropriate.
